There is a general opinion in Nepal’s political circles that the purpose of the visit of the Communist Party of China delegation to Nepal is political. The delegation, led by Liu Jianchao, the head of the Chinese Communist Party’s foreign liaison department, is arriving here on Sunday.
Reports in the Nepalese media have pointed out that the foreign policy of the Government of Nepal in recent months has tilted towards the US. Several high-level US delegations have visited Nepal in these months. Nepal’s Prime Minister Sher Bahadur Deuba is going to visit America this month. It is said that China is concerned about the manner in which the Deuba government ignored China’s objections to this change in Nepal’s foreign policy.
Sources have told the media that the Communist Party of China is now keen to further deepen its ties with the ruling Nepali Congress. China’s assessment is that if the two communist parties of Nepal – the Maoist Center and the UML – are not united, then the Nepali Congress will emerge as the single largest party in the next general election. Then she will come to rule for five years. In that case, China will have to deal with the Nepali Congress and its government. Therefore, the Communist Party of China has made a strategy to increase relations with the Nepali Congress from now on.
A Nepal government official told the newspaper Kathmandu Post that the visit of the Chinese team would open the way for Nepal’s Foreign Minister Narayan Khadka to visit China. This journey has been pending for a long time.
On the other hand, political sources have expressed the opinion that the Chinese Communist Party delegation will try to increase relations with other parties of Nepal during its four-day visit. The group’s aim is also to reach an agreement to expedite work on proposed projects under China’s ambitious Belt and Road Initiative and to take stock of the situation that will emerge after the next general election.
According to Ram Karki, vice-president of the Maoist Centre, China is concerned about the question of whether Nepal has abandoned the policy of non-alignment and is leaning towards the West. He said that as far as the unity of the Communist parties of Nepal is concerned, China is interested in that. But we have to see whether it is necessary for us or not. I don’t think China is influential enough to unite communist groups in Nepal.
Sundar Nath Bhattarai, acting president of Kathmandu-based think tank China Study Center, told the Kathmandu Post that China wants leftist unity in Nepal. This will make it easier for him to work here. He is concerned that Nepal has tilted to the west after the Ukraine war, but experts in China-Nepal relations are of the opinion that with a visit China will achieve all its objectives, it is not possible. But this visit will definitely help him to get acquainted with the ground situation in Nepal.
