There is a chawl in Goregaon, Mumbai. Its name is Patra Chawl. A large number of poor people live here. The case is from 2007. Then there was a coalition government of Congress and NCP in Maharashtra. The Chief Minister was Vilasrao Deshmukh.
The government made a plan. Said- 672 tenants living in Patra Chawl will get flats. For this, the Maharashtra Housing and Development Authority (MHDA) awarded the contract to Guru Ashish Construction, a subsidiary of Housing Development and Infrastructure Limited (HDIL).
As per the contract, 672 flats will have to be given by Guru Ashish Construction to the tenants of the chawl and 3,000 flats will have to be handed over to MHDA. These flats were to be built on 47 acres of land. It was also decided that after preparing the flats for the tenants and the MHDA, the land left over would have to be allowed for sale and development.
Then how did the scam happen?
Everything was decided who would do what and how. But Guru Ashish Construction, the firm that took the contract did not do so. The firm neither built flats for the people of the chawl nor gave any flat to MHDA. The company sold the land to eight other builders for Rs 1,034 crore.
People of Guru Ashish Construction and Housing Development and Infrastructure Limited i.e. HDIL were involved in this scam. This company is also involved in the country’s famous PMC scam. The director of the company took a loan in the name of himself and his family members in connivance with the bank employees and officers in a fraudulent manner. Then a fake deposit of Rs 250 crore was shown in the bank to eliminate the NPAs of the company. After this the bank again gave a fresh loan to the NPA company HDIL.
What to do with Sanjay Raut?
Now you must be thinking that what is the connection of Shiv Sena MP Sanjay Raut with this scam? So listen… HDIL which did both these scams, its directors are Praveen Raut, Sarang Wadhawan, Rakesh Wadhawan. Praveen Raut and Sarang were arrested by the Enforcement Directorate (ED) in 2020. Sanjay Raut’s connection came to the fore during interrogation of both.
Praveen Raut is a friend of Shiv Sena MP Sanjay Raut. Praveen’s name has also surfaced in the PMC Bank scam case. It is learned that Madhuri, wife of Praveen Raut, had given an interest free loan of Rs 55 lakh to Sanjay Raut’s wife Varsha, which was used by the Raut family to buy a flat in Dadar. In this regard, the ED had recorded the statements of Varsha and Madhuri Raut.
Some highlights of the scam:
- 95 crores came in the account of Sanjay Raut’s friend Praveen Raut in 2010. This amount was received by selling those lands on which flats were to be built for the poor.
- Sujit Patkar’s name also came up in this case. The ED had also raided Sujit’s house. Sujeeth is also linked to Sanjay Raut. Sujit is a partner in a firm of Sanjay’s daughter.
- Sujit’s wife and Sanjay Raut’s wife together bought land in Alibaug. ED’s investigation has revealed that this land was also taken from the money of the same scam.
- During the Corona period, Sujit got contracts for several Corona centers in Mumbai and Pune. BJP leader Kirit Somaiya has also accused these centers of irregularities.
- Kirit Somaiya has also lodged an FIR in this case with Shivaji Nagar Police in Mumbai.
